However, the adherents of interculturality develop a broader and more pluralistic concept of philosophy, viewed as embedded in certain cultural and philosophical traditions while dealing with perennial questions and aiming to give universally valid answers. Two main paradigms of interculturality are distinguished: one is Raimundo Panikkar's "intercultural-interreligious paradigm"; the other is the "intercultural-liberation paradigm" developed by Raul Fornet-Betancourt. At the heart of this analysis is Fornet- Betancourt's concept of the intercultural transformation of philosophy. It is related to interculturality, or the dialogue of cultures. It challenges the Eurocentric philosophical historiography and claims the necessity of the reconstruction of the history of ideas in Latin America, Africa, and Asia, thus creating a new view of the history of philosophy. As its editors observe in their introduction, the reference point for studies of Hume’s economic thinking has remained Eugene Rotwein’s “Introduction” to his volume David Hume: (...) Writings on Economics (Madison: University of Wisconsin Press) since its publication in 1955. The conference from which these papers derive was convened forty-eight years later, in 2003, and the volume was another five years in preparation (while this review, in turn, has taken its own time). But David Hume’s Political Economy is not a random collection of conference papers: editorial direction has ensured a substantial publication, and an important contribution to Hume studies. The individual contributions fall into four broad categories, with fruitful overlaps between them. These are: (1) Hume’s biography and his immediate Scottish context; (2) the philosophical framework of Hume’s economic thinking provided by his account of human nature; (3) Hume’s treatment of money; and (4) the reception of Hume’s economic writings in France, as a starting-point for exploring his contribution to the wider European Enlightenment debate over the prospects of the modern commercial economy.Two established scholars of the Scottish Enlightenment open the volume. Roger Emerson identifies “Scottish contexts for David Hume’s political-economic [End Page 123] thinking” (10), and Ian Simpson Ross traces “the emergence of David Hume as a political economist” (31) in a more strictly biographical perspective. Emerson draws on his knowledge of Scottish improvers, most notably Lord Ilay, third duke of Argyll, and explores the several ways in which Hume could have been aware of their activities and the issues they had to confront. Ross directs attention to specific episodes in Hume’s life that may have stimulated Hume’s interest in economic affairs. By their use of the conditional and the subjunctive, both contributors acknowledge that the suggested connections are speculative: for reasons which he left to be inferred, Hume was reluctant to apply his arguments explicitly to local, Scottish circumstances. But as Ross demonstrates in the case of Hume’s friendship with Isaac Pinto, and later in the volume Robert Dimand documents in the matter of Hume’s memorandum on Canadian paper money, there are still details of Hume’s biography to be filled out. As more Hume letters become available, it is likely that further such episodes may come to light: Hume’s biography is not an exhausted subject.A fine essay by Christopher Berry on “Hume and Superfluous Value” (49) opens the second set of contributions. Re-visiting Hume’s intervention in the Luxury Debate, Berry argues that Hume rejected the Stoic ideal of poverty embodied in Epictetus’s view that slippers were simply for the protection of the foot indoors, and any ornamentation was superfluous “luxury.” Instead, Hume deliberately attached value to the superfluous. It was precisely the indulgence of luxury, the enjoyment of a more beautiful slipper, which aroused and sustained the “industry” of men, whence derived the enrichment of society and the strengthening of the power of the sovereign. Other contributions in this group are less successful. Till Grüne-Yanoff and Edward McClennen target Albert Hirschman’s thesis that in a commercial society the passions are tamed by the increasing importance attached to the particular passion of “interest.” Instead of relying solely on “interest,” Hume envisages an evolution or “refinement” of the passions, in which reason “serves” the passions by helping individuals to determine how to achieve their ends (86). Quite why this process should be termed a “natural history of the passions” (86) is, however, unclear, as is the extent to which the authors wish to rehabilitate “reason” in Hume’s explanation of action. Richard Boyd seeks to extrapolate from Hume’s writings a concept of “civility” adequate to the pluralism of modern commercial society. Arnaldo Momigliano considered Robertson to be less successful than Edward Gibbon in his integration of the three elements of eighteenth-century historical writing, philosophy, narrative, and erudition. 2 Despite Robertson's stated belief that "arrangement" was the principal task of the historian, his organizational framework appeared to foster separation rather than integration. 3 Thus, his central work, The History of the Reign of Charles V (1769), is divided into three discrete parts. An apparently conventional narrative of high politics and diplomacy is prefaced by an essay on medieval Europe, A View of the Progress of Society in Europe, which was regarded by his contemporaries as a classic of "philosophical" history, 4 while [End Page 261] Robertson appended to both copious "Proofs and Illustrations." The structure of The History of America (1777) is even less integrated, despite criticalpraise of its "regular plan... complete narration and perfect whole." 5 To other critics his interpolation of dissertations upon the "condition and character" of the Americans, Mexicans, and Peruvians, seemed to sever the thread of the narrative and consequently to break up the unity of the work. 6 Yet as this paper will seek to demonstrate, there was a vital connection between the narrative and "philosophical" components of Robertson's major histories: the theoretical dissertations served recognizably narrative purposes. The bridge between them lies in the complex notion of character created by the expansion of historical forms in the eighteenth century."Philosophical" history defined itself in opposition to the vacuities and muddles of conventional political-diplomatic historical narrative. Its advantages over narrative were various: the revelation of general rather than particular causes, grounding the history on more certain and less random principles: 7 the penetration of causes "insensible" and invisible to the eyes of a careless observer, obscured by the "great theatre of the world"; 8 a broadening of the subject-matter, away from the mere rehearsal of the struggles between crown and nobility or fixation with constitution and government, towards a more inclusive and heterogeneous history of "manners, including arts, sciences, society" and what today would be termed "mentalities," and, related to the last point, a principle of organization that would reduce the apparent chaos and multiplicity of the past to a simple and luminous plan of arrangement. 9 This was the most exacting requirement for the philosophical historian. As a critic wrote of Robertson's View, its value lay most in its "vast and magnificent plan... that profound and easy art of classing [facts], in such a manner that... the accumulated multiplicity of events is gradually reduced to a small number." : Embryonic stem cells, which have the potential to save many lives, must be recovered from aborted fetuses or live embryos. Although tissue from aborted fetuses can be used without moral complicity in the underlying abortion, obtaining stem cells from embryos necessarily kills them, thus raising difficult questions about the use of embryonic human material to save others. This article draws on previous controversies over embryo research and distinctions between intrinsic and symbolic moral status to analyze these issues. It argues (...) that stem cell research with spare embryos produced during infertility treatment, or even embryos created specifically for research or therapeutic purposes, is ethically acceptable and should receive federal funding. We defend hylomorphism against Maegan Fairchild’s purported proof of its inconsistency. We provide a deduction of a contradiction from SH+, which is the combination of “simple hylomorphism” and an innocuous premise. We show that the deduction, reminiscent of Russell’s Paradox, is proof-theoretically valid in classical higher-order logic and invokes an impredicatively defined property. We provide a proof that SH+ is nevertheless consistent in a free higher-order logic. It is shown that the unrestricted comprehension principle of property abstraction on which the (...) purported proof of inconsistency relies is analogous to naïve unrestricted set-theoretic comprehension. We conclude that logic imposes a restriction on property comprehension, a restriction that is satisfied by the ramified theory of types. By extension, our observations constitute defenses of theories that are structurally similar to SH+, such as the theory of singular propositions, against similar purported disproofs. (shrink)

The Snowden revelations in 2013 redrew the lines of debate surrounding surveillance, exposing the extent of state surveillance across multiple nations and triggering legislative reform in many. In the UK, this was in the form of the Investigatory Powers Act. As a contribution to understanding resistance to expanding state surveillance activities, this article reveals the intertwining of diverse interests and voices which speak in opposition to UK state surveillance. Through a computational topic modelling-based mixed methods analysis of the submissions made (...) to the draft Investigatory Powers Bill consultation, the article demonstrates the diversity and intersection of discourses within different actor groups, including civil society and the technology industry. We demonstrate that encryption is a key issue for these groups, and is additionally conflated with a human rights discourse. This serves to unite seemingly disparate interests by imbuing encryption with a responsibility for the protection of human rights, but also threatens to legitimate corporate interests and distract from their own data-driven activities of surveillance capitalism. This overview of 10 years of stem cell controversy reviews the moral conflict that has made ESCs so controversial and how this conflict plays itself out in the legal realm, focusing on the constitutional status of efforts to ban ESC research or ESC-derived therapies. It provides a history of the federal funding debate from the Carter to the Obama administrations, and the importance of the Raab memo in authorizing federal funding for research with privately derived ESCs despite the Dickey-Wicker ban (...) on federal funding of embryo research. It also reviews the role that scientists themselves have played in developing regulations for ESC research, the emergence of ESCROs as special review bodies for ESC research, and the thorough consent requirements for donation of IVF embryos to ESC research. With research now transitioning from the lab to the clinic, the article reviews the challenges of ensuring safety and consent in translational research. It concludes with a call for respecting those persons who have to using or working with ESC products and an account of how obtaining stem cells from a person's own cells will alleviate some but not all of the controversy surrounding ESC research. The Late Hellenistic Jewish philosopher Philo of Alexandria has been neglected in studies of theories of mind and language in Post-Aristotelian Philosophy. Philo's dualism distinguishes immateriality and materiality in our language (logos). His arguments about the nature of mind and his explanations of the relation of speech to the mind, divine or human, draw heavily from Stoics and Platonists. Philo appears to present contemporary Platonist, anti-Stoic arguments that mind is of a different nature than body. Also, Philo deserves credit as (...) our first detailed, surviving expositor of the view that meanings are thoughts, presented to the world in speech. (shrink)

New uses of preimplantation genetic diagnosis to screen embryos prior to transfer raise ethical, legal, and policy issues that deserve close attention. Extensions for medical purposes, such as to identify susceptibility genes, late onset disease, and human leukocyte antigen matching, are usually ethically acceptable. Whether embryo screening for gender, perfect pitch, or other non-medical characteristics are also acceptable depends upon the parental needs served and the harm posed to embryos, children, and society. In this paper we theorize that cognitive ethical orientations play an influential role in the beliefs of consumers when faced with different ranges of moral dilemmas. We examine this proposition in transitional Eastern Europe and results from a sample of 210 Romanian consumers suggest that Romanians are faced with a moral situation where low levels of Machiavellianism and high levels of idealism appear to relate to a higher ethical concern about passively benefiting at the expense of others.

This paper starts by considering an argument for thinking that predictive processing (PP) is representational. This argument suggests that the Kullback–Leibler (KL)-divergence provides an accessible measure of misrepresentation, and therefore, a measure of representational content in hierarchical Bayesian inference. The paper then argues that while the KL-divergence is a measure of information, it does not establish a sufficient measure of representational content. We argue that this follows from the fact that the KL-divergence is a measure of relative entropy, which can (...) be shown to be the same as covariance (through a set of additional steps). It is well known that facts about covariance do not entail facts about representational content. So there is no reason to think that the KL-divergence is a measure of (mis-)representational content. This paper thus provides an enactive, non-representational account of Bayesian belief optimisation in hierarchical PP. (shrink)

This article discusses the triage response to the COVID-19 delta variant surge of 2021. One issue that distinguishes the delta wave from earlier surges is that by the time it became the predominant strain in the USA in July 2021, safe and effective vaccines against COVID-19 had been available for all US adults for several months. We consider whether healthcare professionals and triage committees would have been justified in prioritising patients with COVID-19 who are vaccinated above those who are unvaccinated (...) in first-order or second-order triage. Given that lack of evidence for a correlation between short-term survival and vaccination, we argue that using vaccination status during first-order triage would be inconsistent with accepted triage standards. We then turn to notions of procedural fairness, equity and desert to argue that that there is also a lack of justification for using vaccination status in second-order triage. In planning for future surges, we recommend that medical institutions base their triage decisions on principles meant to save the most lives, minimise inequity and protect the public’s trust, which for the time being would not be served by the inclusion of vaccination status.
